Russia's Foreign Ministry summoned Norwegian Charge d'Affaires Bjorn Svenungsen on 3 November and lodged a strong protest over the continued seizure of Russian movable and immovable property at the request of Ukrainian companies. The ministry said the research vessel Professor Molchanov, seized on 2 September at the request of Naftogaz of Ukraine and still berthed at Barentsburg in the Svalbard archipelago, was not the only case: a Norwegian court also ordered the seizure of five Russian properties in Oslo at the end of September. The ministry warned that a long winter stay of a vessel not designed for it in Arctic conditions risks damage and serious environmental consequences, demanded unconditional compliance with international law including the Svalbard Treaty's provisions on free access, and said it would continue seeking the lifting of the seizures.

Foreign Ministry spokeswoman Maria Zakharova said that despite leaving the European Convention for the Prevention of Torture, Russia will continue to meet its international obligations in this area and remains party to the 1984 Convention against Torture and the 1966 International Covenant on Civil and Political Rights. She said Russia had not refused cooperation and was ready to discuss the modalities of a visit by the European commissioner for the prevention of torture once its convention rights were restored, but the committee demanded additional guarantees beyond the convention. She also cited the violation of Russia's rights in the European Committee as one reason for withdrawal: since December 2023 the country had not been allowed to elect a new committee member. Kommersant reports that the denunciation procedure began in summer 2025 on the initiative of the government and President Vladimir Putin, the Council of Europe received notice on 30 October 2025, and the decision took effect on 1 November.

Russia's Labour Ministry has proposed that, from 1 April 2027, bank account inflows be taken into account when awarding the unified child benefit; a draft amendment to the rules has been opened for public discussion. From 1 January to 1 April account turnover will be used only for analysis and will not affect the award decision; from 1 April the assessment will affect eligibility. Permissible inflows may not exceed twice the family's total annual income, and transfers between family members, borrowed funds, tax deductions and documented proceeds from property sales are excluded. Data will come through interagency channels without requiring certificates from applicants; if a bank fails to provide information in time, the citizen may submit it directly. The draft would also raise the minimum annual earnings requirement to ten minimum wages per year from 1 January 2027, with exemptions for objectively justified reasons including pregnancy, caring for a child under three or a relative with a disability, large families, the applicant's disability, illness and registered unemployment.

According to a statement by Russia's Ministry of Digital Development, mobile operators can now be changed while keeping the number through the public services portal. All four major operators — Beeline, MegaFon, MTS and T2 — are connected to the service, along with other companies linked to the number portability database. Users log into their account, go to the SIM cards section, select the number and submit an application; it is automatically forwarded to the portability database operator for an eligibility check, after which the new operator contacts the subscriber to choose a tariff. Operators will sign contracts with new users via the Gosklyuch app, while existing channels such as retail shops and operator websites remain available.

  1. This issue contains 14 items across 6 sections: Platforms 1, Logistics & Customs 4, Policy & Compliance 2, Categories 2, Cross-border & Payments 2, Data & Market 3.
  2. The covered day was a Tuesday. Official first-party channels and the three marketplace announcement pages were checked first, then Interfax's full-day archive served as the main entry point, supplemented by same-day Kommersant and Vedomosti items, the Bank of Russia rate interface and two EEC website decisions; all 16 channels have their scan status recorded as actually observed.
  3. Three items come from official first-party sources: the Bank of Russia rate set effective 4 November, and two EEC Council decisions on digital marking of electrical goods and on the technical regulation for pressure equipment. Neither decision states an entry-into-force date, so no timeline for Chinese sellers can be derived from them.
  4. Several items are ministry drafts, remarks by officials or market-participant data: the courier pavement ban and the Russian Post tariff indexation are still drafts, the export transport subsidy is a planned amount ahead of the budget's second reading, and the broiler and vehicle figures cover the wholesale food market and the vehicle market respectively. For Chinese cross-border sellers the direct impact is in most cases still to be confirmed and is not presented as established.

A target model for the platform economy in tourism, submitted at a meeting of an interagency working group chaired by deputy head of the presidential administration Maxim Oreshkin, suggests that by 2036 more than 80% of trips within Russia may pass through digital platforms. The model also proposes raising the share of domestic platforms in foreign tourists' spending on accommodation in Russia from 33% in 2025 to 50% by 2036, and bringing the export share in the tourism balance above 30%. The document was prepared as part of a national strategy for digital platforms through 2036, with three planned stages: regulatory conditions in 2026–2027, technology and infrastructure in 2027–2030, and assessment of results in 2030–2036. It concerns travel services; the text says nothing about goods marketplaces or retail.

Specifically, a standard letter would rise from 48 to 52 roubles, a registered letter from 97 to 105, a standard parcel from 100 to 107 and a registered parcel from 155 to 170. The service says the tariffs would still remain below those of private companies for comparable services. The text says nothing about e-commerce parcels or cross-border sellers, and the document is still a draft.

Andrei Mironov, director of the industry ministry's department for international cooperation and export licensing, said on Tuesday that the planned 2027 funding for the transport subsidy for Russian industrial exporters is estimated at 14 billion roubles and is included in the draft budget being prepared for its second reading. That is below the initial three-year draft (17.7 billion) but above the amount the previous three-year budget set for 2027 (9.1 billion). In 2026 only 2.7 billion roubles was allocated because of insufficient budget limits; the 2027 amount is more than four times the fixed 2026 volume. From 2027 the ministry intends to raise the per-recipient limit from 200 million to 400 million roubles. The subsidy currently covers up to 60% of actual transport costs but no more than 11% of the value of goods supplied in the reporting period. The text concerns Russian industrial exporters and says nothing about Chinese sellers or cross-border e-commerce; applicability remains to be confirmed.

According to the paper, in March the president instructed the transport and interior ministries to consider banning couriers delivering orders on electric bicycles from riding on pavements; the document took three years to prepare and the ministry will publish a final version for public discussion shortly. The ministry told Interfax that the draft would also classify devices with a speed above 25 km/h and power from 0.25 to 4 kW — primarily courier vehicles — as mopeds, which under current traffic rules must use the roadway and may not use pavements. The draft is posted on the regulation portal with public discussion running until 20 November. Neither text gives a specific impact on marketplaces or Chinese sellers, and the measure is still a draft.

At its meeting on 3 November the Council of the Eurasian Economic Commission adopted unified identification-marking rules for certain electrical products, lighting equipment and printed circuits; the decision was prepared on Russia's initiative. The list covers rectifiers and converters, vehicle lighting devices, portable lamps, bulbs, LEDs and luminaires, printed circuits, plus relays, sockets, connectors, switchgear and distribution boards for voltages up to 1000 V. Goods are marked with a cryptographically protected Data Matrix code, with identifiers generated under requirements common to all member states. The notice explicitly says each EAEU state sets the introduction date and procedure on its own territory and must notify the Commission at least six months in advance. No common entry-into-force date is given and no procedure for imported goods is set out; applicability remains to be confirmed.

The Council of the Eurasian Economic Commission has adopted amendments to the Customs Union technical regulation on the safety of pressure equipment (TR TS 032/2013). The changes aim to unify conformity-assessment practice by aligning certification and declaration schemes and procedures with the model schemes approved by the EEC Council. A new declaration scheme 7d is introduced, allowing a declaration for a batch of equipment to be issued on the basis of a type certificate; the procedure for type examination is clarified, as is the link between a type certificate and the conformity documents issued on its basis. The Council also instructed that the standard forms of the certificate and declaration of conformity and the rules for maintaining the unified register be amended accordingly. The notice says this is the first in a package of linked changes aligning conformity-assessment procedures across five EAEU technical regulations, and that its entry into force will be synchronised with similar amendments to the regulations on low-voltage equipment, machinery, gas-fired appliances and electromagnetic compatibility. No specific effective date is given and no separate requirements for imported goods are listed.

According to industry ministry statistics built on electronic vehicle passport registrations supplied by a joint venture of a vehicle-statistics agency and the passport operator, 141,041 new passenger cars and light commercial vehicles were sold in Russia in October 2026, down 19.8% year on year but up 7.9% from September, the best monthly result of the year. Passenger cars accounted for 132,202 units (-19.7% year on year, +8.3% month on month) and light commercial vehicles for 8,839 (-21.6% and +2.9%). January–October sales reached 1,172,590 units, 2.8% above the prior-year period. The article attributes the year-on-year decline to the high base of October 2025, when registrations were pulled forward by the recycling-fee increase due from 1 January 2026 and by changes to its calculation announced for 1 November 2025. The ministry's data also show 784,094 vehicles produced in Russia sold since the start of the year (+19.2%), with the domestic share up 9.1 percentage points to 64.1%. The article says the higher imports did not hold the price rise back.
