The Russian government has allocated another 10.7 billion roubles from its reserve fund to support closed airports in the central and southern parts of the country. The money will partially cover the airports' routine operating expenses and interest payments on credit or loan agreements for July 2025 – June 2026. According to data on the Bank of Russia website, Russia's international reserves fell by $37.262bn, or 4.8%, in September 2026, to $731.760bn from $769.022bn. Over January–September reserves declined $23.093bn, or 3.1%. The administration of the Evenki district said a 'high alert' regime has been introduced in the settlement of Tura and the Ilimpiya group of localities in northern Krasnoyarsk Krai due to food shortages. Tatyana Skvortsova, director of the digital identity technology department at the Ministry of Digital Development, said at the Digital Solutions forum that Russian telecom operators and banks will send digital platforms information about customers' deaths so that inactive accounts can be blocked promptly and fraud curbed. She said the exchange of data on fraudsters and victims is already being launched without legislative amendments, and that responsibility for failure to act on signals sent to the state Anti-Fraud system, as well as connecting digital platforms to it, is under discussion. She noted several platforms including Yandex are already connected, with Avito expected to join.

The village of Printsevka in the Valuyki district of Belgorod region came under rocket fire. The regional task force said an 11-year-old girl was killed and four civilians wounded, including another child; an 11-year-old girl with a closed chest injury was taken to Valuyki district hospital and will be transferred to the regional children's clinical hospital. Women aged 72 and 47 and a 60-year-old man were hospitalised with shrapnel wounds to the legs, arms and shoulder. The task force said two private houses and a car were damaged. In the village of Kazinka a car was damaged by a drone detonation and another drone hit an enterprise, breaking windows; in Dolgoye a drone struck a private house, damaging the roof.

Rosatom confirmed on 7 October the closing of its buyout of Sergei Shishkarev's 51% stake in Delo Group. The corporation's press service told Interfax that the price did not change and borrowed funds were used, with financial terms undisclosed. Under the 'Russian roulette' procedure the buyout price for the 51% stake was set at 77 billion roubles. Rosatom previously held 49% of Delo Group. Wildberries has cut late-dispatch fines for sellers operating under the FBS model (shipping from the seller's own warehouse); the new rules took effect on 7 October and run until the end of the year. Yevgeny Etin, director of innovation and ecosystem development at RWB (the combined company that includes Wildberries), said at the Digital Solutions forum that Wildberries will launch, in pilot mode, its own digital procurement platform for state educational organisations, with a maximum of 5 million rubles per purchase. State kindergartens, schools, colleges and technical schools will be able to buy stationery, household goods, equipment and machinery, with orders fulfilable through the Wildberries logistics network. The service opens first to a test group of sellers, after which the company plans to open registration to all partners meeting public-procurement requirements; sellers must register in the unified procurement participant register in the unified information system, and connection is free. Uzbekistan's Ministry of Investment, Industry and Trade signed an investment agreement with Wildberries to build a class-A logistics complex in Tashkent region, covering 180,000 sq m at an estimated project cost of $140 million, to be delivered in 2027–2028. The agreement was signed following the Uzbekistan–Russia Regional Council meeting held in Fergana on 6 October; four agreements were signed in total, the other three being inter-regional cooperation deals between Fergana and Omsk regions, Surkhandarya region and Krasnoyarsk Krai, and Namangan region and Dagestan. The company had earlier said it was doing planned work on facilities in other countries and that efforts were focused on redistributing goods across warehouses for partner resilience, including shifting capacity to Kazakhstan.

Acting director of the Economic Development Ministry's digital development and data economy department Gleb Turkanov said at the Digital Solutions forum that the ministry plans to abolish the criteria required for platforms to be listed in the intermediary digital platform registry. The current criteria are an average daily audience of more than 100,000 people plus one of two conditions: more than 10,000 active partners, or partner turnover through the platform above 50 billion rubles over the preceding year. He explained that the first stage was meant to cover large platforms that adapt quickly, but many platforms that do not meet the criteria also want to join the registry and comply, so the criteria requirements are to be scrapped in response to market demand. The ministry press service added that scrapping the criteria will be part of a package of amendments to the law; the second package of measures published in mid-September proposes an effective date of 1 March 2027. The registry currently lists 13 resources, including Wildberries, Ozon, Avito, Lamoda, AliExpress and several Yandex services. The association of household appliance and computer equipment traders and manufacturers, the Russian Textile Association, the Leonardo chain and operators of several regional shopping centres sent a joint letter to Prime Minister Mikhail Mishustin asking for tighter tax oversight of marketplaces to level trading conditions; the government executive office confirmed receipt. Deputy Prime Minister and chief of the government executive office Dmitry Grigorenko said at the Digital Solutions forum that legal entities will be able to register using an address in the state electronic postal system created under recent amendments to the postal communications law instead of a physical address; the relevant bill will be published for public discussion. For tax registration the proposal is to use the head's home address, which will not be shown in the unified state register of legal entities; Russian Post will operate the system. Kommersant calculated from Rosstat's August report on the country's socio-economic situation that in January–July 2026 exports of raw hides, fur and fur goods rose 59.1% year on year and imports 20.1%, amounting to $2 million and $8 million respectively. Overall Russian exports over January–July grew 16.5% to $271.8 billion and imports 15% to $192.8 billion. Experts attribute the export growth to recovering foreign demand for natural fur and a spring rise in raw material prices: according to the Soyuzpushnina association, the average auction price of a wild sable pelt reached about $340 in March 2026 versus about $135 a year earlier, easing to $240 by September. Captive fur output is falling: 107 thousand pelts in May 2026, 138 thousand in June and 80.24 thousand in July, against monthly averages of 200–290 thousand in 2023–2025; more than 80% of the fur produced in the country is exported to Asian countries, mainly China, Cambodia and Vietnam. Russia lacks capacity for high-quality dressing, dyeing and sewing, so companies buy finished materials and goods mainly from China and Turkey. According to Avito, sales of fur coats on resale rose 39% year on year in January–July and new ones 59%; faux-fur coats were bought 67% more often on resale and 2.1 times more often new.

Interfax reports that from 8 October the Central Bank lowered its official dollar rate by 23.05 kopecks to 85.4811 rubles and raised the euro rate by 29.74 kopecks to 96.3287 rubles; the official yuan rate for the same rate day is 12.7516 rubles. On the exchange, the yuan rose 4.5 kopecks to 12.75 rubles by 19:00; trading took place in thin market conditions because of the Chinese holiday period (1–7 October) when the country's exchanges were closed. From that day the Central Bank buys foreign currency under the budget rule at 12.1 billion rubles a day, against 1.9 billion in September, an increase of more than 6.3 times; last month this was about 1% of daily exchange turnover, this month about 7%. Because of low turnover in the ruble/euro pair, since 8 June the Central Bank has set the official euro rate from the ruble/dollar rate and the ECB euro/dollar rate as of 15:30 on the current business day. An analyst noted that the Chinese holidays end the next day and volatility may persist.

The Kyrgyz government has liquidated the state stablecoin USDKG launched last November, according to a notice published on the token's website. The token was pegged one-to-one to the US dollar and holders can exchange it for fiat currency or USDT. Bishkek had positioned the token as the world's first state stablecoin backed by physical gold. On 20 August the government ordered the liquidation of the organisations managing the token, to optimise state participation in companies and improve management of state assets. Three months earlier, in May 2026, the UK imposed sanctions on USDKG, accusing it along with other companies of helping Russia circumvent British sanctions.

Interfax reports from the Digital Solutions 2026 forum: Prime Minister Mikhail Mishustin cited figures showing that the combined turnover of Russian digital companies exceeded 21 trillion rubles last year, up almost 20%, and said that on the president's instruction the government has begun preparing strategies for autonomous systems and digital platforms. Deputy Prime Minister Dmitry Grigorenko said exports of Russian IT solutions would grow by at least 15% over the previous year by year-end, and that the Russian software registry holds more than 30 thousand domestic solutions, five times more than six years ago. Ivan Kozlov, head of the Federal Customs Service's analytical centre, said foreign-trade participants from the EAEU, the CIS, major South-East Asian economies and the Global South were all pressing for faster cross-border deliveries, and proposed moving from exchanging electronic documents to migrating data between systems. The forum was organised by the Ministry of Digital Development and drew around 20 thousand guests from more than 100 countries.
