3 itemsKremlin spokesman Dmitry Peskov told reporters on 6 October that deploying a NATO military base and nuclear weapons on Lithuanian territory would mark a new round of escalating tension that Russia would be forced to answer. Russia 'will of course be forced to take all necessary measures to reliably ensure its own security', he said. He described the approach of alliance military infrastructure to Russia's borders and the deployment of nuclear weapons in a neighbouring state as 'a step towards escalating tension'. Lithuanian Defence Minister Robertas Kaunas had earlier said the country was ready to host a permanent US military base, and Lithuanian lawmakers backed a constitutional amendment lifting the ban on weapons of mass destruction and foreign bases.
According to RBC citing two sources familiar with the investigation, several days before the detention of Patriot Park director Igor Vasilyev, law enforcement detained his first deputy Sergei Fedosov and deputy director for operations Alexei Pavlyukov. The sources said Fedosov was charged with large-scale fraud, while Pavlyukov and Vasilyev face charges of large-scale bribe-taking. Moscow's Khamovniki District Court on 2 October remanded both in custody for two months at the investigators' request; the next day the alleged bribe-giver, Hermes CEO Yevgeny Mariev, was placed under house arrest. In December 2025 the park signed contracts with Hermes worth more than 1.4 billion roubles. The hearing on a preventive measure for Vasilyev was held on Tuesday 6 October.

'We hear, but we keep our ears open; the main thing is we are doing the tasks the president set in the special military operation, not to allow any threats to the Russian Federation from our western neighbours,' he said. He recalled Vladimir Putin's words at the Valdai Club: an attack on the Kaliningrad region or any other Russian region would have 'one answer'. Lavrov said NATO is trying to expand its military presence into the Far East, South-East and North-East Asia, a point he raised with his East Timorese counterpart.
Russian Foreign Ministry spokeswoman Maria Zakharova wrote on her Telegram channel on 6 October, ironically addressing EU leaders over pupil protests in France and urging them to speak up. I do not hear Kaja Kallas and the other inhabitants of the beautiful garden, speak up,' she wrote. The French school protests began in September; by 4 October participants had wrecked or set fire to 24 educational institutions and another 400 to 500 had suspended operations, with 78 education staff injured. Armenian Prime Minister Nikol Pashinyan said in an interview with the Ctrl Z programme of Armenian news site Infocom that Armenia has not yet taken a final decision on the technology for a new nuclear plant and does not rule out the Russian option, nor other options. Interest in the plant is growing mainly thanks to new investment programmes, he said: for example, Amazon is ready to invest in Armenia, but they need a 1,000-megawatt station and a 24-hour stable 1,000-megawatt resource. Pashinyan said a year ago Armenia had a surplus of electricity and is now a country with a deficit, so it must consider both imports and domestic generation. Rosatom chief Alexei Likhachev said in Yerevan on 29 September that the new unit should have a capacity of at least 1 GW and that a concrete proposal had been made for a 1,000-MW VVER-1000 unit.

- The most directly relevant item for Chinese sellers is platform fees: Chinese marketplace Poizon has disclosed Russian seller commissions of 19–29%, with support for cross-border delivery, shipments from overseas warehouses and local storage in Russia. Union of Marketplace Sellers data put domestic platform commissions at up to 40–55% for Wildberries, 35–55% for Ozon and 30–55% for Yandex Market. Ozon said the nominal rate is not the effective one: over the first seven months of 2026 the average commission actually paid by Russian sellers was 1.54% of the price of goods sold.
- Currency and settlements: from 7 October the Bank of Russia raised its official dollar rate by 78.07 kopecks to 85.7116 rubles and the euro rate by 69.64 kopecks to 96.0313 rubles — the first time the dollar has moved above 85 rubles since 10 September. From the same day the Finance Ministry increases its foreign currency and gold purchases under the budget rule roughly fivefold. The Central Bank also added Sber, VTB and others to the digital depository and crypto exchange registers; under current law exporters and importers may use cryptocurrency for cross-border settlements without restrictions.
- Fulfilment and costs: Ekopsi calculations suggest Russia’s blue-collar shortfall may widen from about 1 million to 2.61 million by 2030, leaving roughly one in ten jobs unfilled. The St Petersburg Exchange has stopped publishing a range of gasoline and diesel data under presidential decree No. 686.
- Demand: Russian new passenger car sales fell 6.2% year on year in September to 115,100 units, while January–September volume still grew 7.2%; the Chinese "big four" (Haval, Tenet, Geely, Changan) took 33.2% of the market. New car imports rose 25% over nine months to 301,000 units, of which China accounted for 70.9%.

Settlements follow a T+7 model, with weekly and monthly payout options also available. According to the Union of Marketplace Sellers, commissions reach 40–55% at Wildberries, 35–55% at Ozon and 30–55% at Yandex Market. Ozon said the rate stated in legal documents is nominal: over the first seven months of 2026 the average commission actually paid by Russian sellers was 1.54% of the price of goods sold. 2 itemsAccording to calculations from Ekopsi provided to Vedomosti, unmet demand for blue-collar workers will grow more than 2.5-fold by 2030, from roughly 1 million to 2.61 million people; even allowing for compensating factors, about one in ten jobs would remain unfilled. In 2024, demand stood at 24.52 million against 23.52 million employed, or 95.9% coverage. By the end of the decade demand rises to 24.97 million while supply falls to 22.36 million, cutting coverage to 89.5% and leaving a shortfall equal to 10.5% of total demand. Demography is the main driver: by 2030 the 30–34 cohort shrinks by 2.82 million, the 35–39 cohort by 3.41 million and the 60–64 cohort by 2.03 million. Only 28.8% of employed 20–29-year-olds are blue-collar workers, versus 40.2% among 60–64-year-olds. Holding labour productivity flat, economic growth would require about 2.86 million additional workers by 2030.
The St Petersburg Exchange, citing a presidential decree tightening control over information and statistics in the energy sector, has stopped publishing a number of data sets in its Oil Products section. These include the volume of contracts concluded for individual instruments where the underlying asset is gasoline or diesel (volume in tonnes and roubles, number of contracts), including the 15-minute delayed feed, contract-card data, archived gasoline and diesel sales plans, and the daily and monthly trading bulletins for the section, including archives. The exchange said the data will continue to reach trading participants via the Terminal workstation and information-service users under a confidentiality regime. The measures implement decree No. 686 signed by Vladimir Putin in September, which sets out the list of restricted energy-sector information.
Policy & Compliance
1 itemsThe Russian government has issued a favourable opinion on State Duma bill No. 1136619-8, introduced in January by a group of deputies led by Deputy Speaker Aleksey Gordeyev and Agrarian Committee Chairman Vladimir Kashin. The amendments to the law on the circulation of medicinal products would require that a veterinary drug imported for registration in Russia and not previously registered there under the same international non-proprietary or grouping name undergo clinical trials only on Russian territory. The bill also adds provisions on automatic data exchange between state agricultural information systems to the laws on veterinary medicine, pedigree livestock breeding, safe handling of pesticides and agrochemicals, and seed production. The government said provisions on transferring data from the unified federal system on agricultural land to other sectoral systems should be removed and set out in government acts instead; because the bill introduces mandatory requirements, it can take effect no earlier than 1 March 2027, versus the 1 September 2026 date proposed by its authors.
