10 itemsDay at a glance5 items · about 1 min read
- 10 items across 6 sections: platforms 1, logistics & customs 1, policy & compliance 1, categories 1, cross-border & payments 4, data & market 2.
- The coverage day was a Sunday, so marketplace-specific output from whitelist media was thin (Kommersant's online-trade rubric carried nothing new; the EEC site posted no new notices). The RIA Novosti economy day archive was the main entry point, supplemented by Lenta.ru, RBC, Kommersant and the Bank of Russia official rate interface.
- Two items are progress updates: Binance actually began a phased withdrawal resumption on the coverage day, and the Bank of Russia's October 31 rate set remained in effect with no new set published on the coverage day.
- Single-source items: 7 of 10 (70%), mainly first-hand statements, a relayed help-desk notice, or one outlet's own calculations; each was checked for independent corroboration and labelled accordingly.
- Five publishers (RIA Novosti 5, RBC 2, Lenta.ru 1, Kommersant 1, Bank of Russia 1), largest share 50%.

1 itemsRIA Novosti, citing the service's help information: from November 1 the FBY model (goods stored in the marketplace warehouse) drops the fee for intake of surplus and replaces it with a penalty for discrepancies between the declared application and the actual delivery. The new intake and removal terms apply only to applications created on or after November 1; earlier applications follow the old rules. The article gives no formula or amount for the penalty.
Logistics & Customs
1 itemsLenta.ru, citing RIA Novosti calculations based on Rosstat data: in the week of October 20–26 pump petrol prices fell in 58 Russian regions, most sharply in Kamchatka — the largest number of regions since summer. Igor Yushkov, an expert with the Financial University under the Government of Russia and the National Energy Security Fund, told RIA Novosti the decline reflects domestic market saturation and the gradual return of previously damaged refineries, and said the trend will continue; lower wholesale prices let independent filling stations move retail prices closer to those of vertically integrated oil companies.
Policy & Compliance
1 itemsRBC reports that from November 1 Kazakhstan starts issuing the QazETA electronic entry authorization at Aktau international airport and four road border crossings (Urlyutobe, Auhatty, Atameken, Nurly Zhol); from January 1, 2027 it extends to Astana and Almaty airports and from March 1, 2027 to all remaining checkpoints. Until July 1, 2027 there is a transition period during which the absence of the authorization is not grounds for refusal, after which it becomes mandatory. It is issued free via the qazeta.kz platform, must be applied for at least 72 hours before travel, and is valid for 180 calendar days; 29 categories are exempt with supporting documents, including holders of valid Kazakh visas, children under 16 and people over 65.
Categories

Flour-based products accounted for $5.3m (+38% m/m, -13% y/y, mainly wafers, sweet biscuits and other baked goods); chocolate and chocolate products $3.8m (-12% m/m, -34% y/y, mainly chocolate in packs up to 2 kg and cocoa powder); sugar confectionery $1.9m (+19% m/m, +18% y/y, mainly marshmallow, marzipan and chewing gum).
Cross-border & Payments
4 itemsRIA Novosti reports Vitaly Mankevich, chairman of the Russian-Asian Union of Industrialists and Entrepreneurs, saying settlements in national currencies (ruble-yuan) have already become the norm, protecting trade from external pressure and ensuring the stability of business ties. He said a record trade turnover is expected this year and that the $300bn threshold will evidently be reached ahead of schedule, with the emphasis shifting from trade to joint investment and production. He also recalled that 20 agreements in the economy, energy and transport were signed during the May high-level visit. The article gives no specific date for reaching the $300bn mark.
RIA Novosti reports that Binance said on X that withdrawals are possible again for a limited range of networks and assets, with restoration work ongoing; the exchange had earlier said it planned to begin restoring withdrawals within one and a half days. The report also recalls founder Changpeng Zhao saying user funds are safe, a preliminary estimate of about $6.3bn in affected assets, and that losses will be covered from the exchange's own funds and the SAFU user protection reserve. No list of restored networks and assets is given.
Kommersant, citing a publication on the FBI website: the bureau accused the North Korean hacking group TraderTraitor of stealing more than $6bn from the Binance crypto exchange. According to the statement, the FBI, the Secret Service and IRS Criminal Investigation concluded that group members are converting the stolen assets mainly into Ethereum and are expected to launder them further through DeFi services and instant swap platforms; the bureau published the addresses of more than 600 crypto wallets and called on node operators and swap services to block related transactions. The piece also notes that by the evening of November 1 the exchange had reimbursed clients for 90% of the stolen funds. RBC independently reported the same accusation the same day.
Two queries to the Bank of Russia official rate interface (date_req=01/11/2026 and date_req=02/11/2026) both return the same set with @Date=31.10.2026: USD 80.5573, EUR 89.6603, CNY 12.0873 rubles. That means no new official rate set was published on the coverage day (a Sunday) and the October 31 set remains in force on the coverage day and the publication day. The interface returns no publication time, so the item is logged as MSK --:--.
