Using the Vera Rubin Observatory, scientists discovered a new large object beyond Pluto orbit: dwarf planet candidate designated ED138. It lies 46 times farther from the Sun than Earth, compared with 40 times for Pluto. Its diameter is preliminarily estimated at between 600 and 1,500 km; researchers believe it may meet the dwarf planet criterion of sufficient mass for its own gravity to make it nearly spherical, but further observations are needed to confirm this. The International Astronomical Union currently recognises five dwarf planets.

Sports Minister and Russian Olympic Committee head Mikhail Degtyarev said the Court of Arbitration for Sport (CAS) has ordered the International Ice Hockey Federation (IIHF) to admit Russian national teams to international competitions and to ensure Russian teams take part in events under its auspices in the 2026/27 season. He wrote that the CAS decision is final and cannot be appealed; according to him, CAS found the Russian Ice Hockey Federation claims on key points justified and annulled IIHF decisions that had blocked Russian teams from international competition. The nearest event is the world junior championship in Edmonton and Red Deer, Canada.

Documents are available in the seller dashboard; the claim must be confirmed under Finance → Insurance → Compensation documents, which requires manager-level permissions. State Secretary and Deputy Finance Minister Alexei Sazanov said the Finance Ministry is not working on tax breaks for Yandex comparable to the support measures granted to Wildberries and Ozon, and said the question should be addressed to the government. In early October, Yandex data centres in Sasovo (Ryazan region), Kaluga and Vladimir were hit by drones, causing large-scale service outages that also affected third-party online resources. On 29 October the company said key functions of all services had been restored, with engineers still working to bring back full functionality, and it withdrew its 2026 revenue and adjusted EBITDA guidance. On 2 October the government granted Ozon sellers affected by the attacks a 12-month deferral of a number of taxes and insurance contributions; similar measures had earlier been provided for Wildberries and its sellers.

Organisers estimate it could block the movement of 52,000 containers, with the total value of goods stuck in ports put at $2.8 billion. The ports whose unions took part account for 64% of regional and 13.5% of global shipping. The report cites Reuters. Russian ports are not listed, and no impact on Chinese sellers routing via European ports is stated.

Eurasian Economic Commission Trade Minister Andrey Slepnev, following a meeting of the joint commission implementing the EAEU–China trade and economic cooperation agreement, said joint work in 2025 allowed Russia and China to move to trial shipments using electronic waybills under paperless technology. The first shipments with in-demand cargo types — coal, fertilisers and consumer goods — using digital documents have already run through the Grodekovo–Suifunhe crossing. He said he hopes a package of documents for similar shipments with Kazakhstan will be ready for signing in the near future. Progress was noted in testing the exchange of electronic veterinary certificates, with a proposal to replicate the model and to push integration of the electronic systems of competent authorities on plant quarantine. The sides also agreed to hold consultations on developing transit shipments from EAEU states through China towards South-East Asia.

Vladimir Matyagin, head of the GruzAvtoTrans association and a member of the public council under Rostransnadzor, sent an appeal to President Vladimir Putin over automatic weight and dimension control points that he says make compliant operators pay unjustified fines repeatedly. The association receives numerous complaints about incorrect measurements, attributed to poor road surface condition (peeling asphalt, cracks, rutting), snow, ice and dirt on the road, incorrect placement of the load-sensing module and non-working warning displays. A separate problem is the timing of fines: a carrier sometimes learns of a violation months later, when it is no longer possible to prove the road was in poor condition at the time; even when the point's own software registers an anomaly, fines are still issued automatically. He warned that long-haul drivers plan a one-day warning strike in late November. The Transport Ministry said a unified federal automated weight and dimension control system is planned, with launch set for 1 September 2028; it did not say whether current fine collection rules would be adjusted.

Vladimir Maltsev, head of the Federal Tax Service's operational control department, said at a webinar that the service is piloting a scoring model to identify risks of concealed income among the self-employed. The model targets professional income tax payers who improperly cancel receipts in the My Tax app. Parameters include the systematic nature of such cancellations over a certain period; another trigger is cancellation of a receipt by the payer's counterparty, such as a digital intermediary platform or a bank. Maltsev said the model is being tested in the regions in near-operational mode. Over the first nine months of the year, the service held about 3,000 self-employed people liable for improper receipt cancellation, with penalties totalling about 300 million roubles. The Tax Code sets specific liability for professional income tax payers who conceal income: a fine of 20% of the transaction amount for a first violation and 100% for a repeat violation within six months.

According to Turkish statistics, Russia's September fish imports from Turkey reached a record $72.6 million, 1.5 times the level a year earlier and 34% above August. Frozen fish drove the record, hitting an all-time high of $55.3 million, up a third month on month and 1.7 times year on year, of which $53.5 million was trout. A further $17.1 million was fresh and chilled fish — again mostly trout ($14.6 million), plus sea bass ($1.4 million) and gilthead bream ($1.1 million); up 28% from August and 4% from September last year. Exports of fish fillets and meat fell 13% month on month and 31% year on year to $249,100, mostly trout fillet. The report notes that in August 2026 Rosselkhoznadzor banned fish imports from several Armenian enterprises over veterinary violations, saying at the time that the market would reorient towards Turkey and Iran.

Agriculture Minister Oksana Lut responded to the red caviar issue with the words "we will think about it", saying the ministry is working on a solution amid climate change and falling salmon catches, and adding that "the salmon just didn't come in... it's nature". In 2026 salmon species led price growth, with wholesale prices for Far East pink and chum salmon rising most. Kamchatka governor Vladimir Solodov attributed this to a failed fishing season caused by warming of the World Ocean and shifting fish migration routes. Alexander Fomin, executive director of the Association of Fish Market Production and Trading Enterprises, said a sharp drop in catches of popular species pushed wholesale and retail prices up rapidly, leading to a noticeable fall in domestic demand; in these conditions it became more profitable for Russian fishermen to ship products abroad, above all to China, Japan and European Union countries.

Cryptocurrency exchange KuCoin has barred users in Russia and Belarus from operations, citing the risk of EU secondary sanctions and explaining the decision as necessary to comply with legal and regulatory requirements, while promising an orderly termination process. Affected clients will receive notifications setting out deadlines and procedures for closing positions and withdrawing assets. Since early October, four crypto exchanges have stopped serving clients in Russia and Belarus: besides KuCoin, Bitget, MEXC and HTX have exited. According to CoinMarket.Cap, in September MEXC, Bitget, KuCoin and HTX together accounted for about 17% of turnover among the world's largest exchanges. The paper earlier reported that the withdrawal from Russian and Belarusian audiences is linked to companies' reluctance to fall under the EU's 21st sanctions package adopted in July. The text does not address applicability to Chinese cross-border sellers' payment channels.

On Friday the yuan fell on the Moscow Exchange, closing at 12.0715 roubles at 19:00, down 12.9 kopecks from the previous session's close; the ruble strengthened ahead of the weekend as the market followed news on a possible Ukraine settlement. Gazprombank senior analyst Alexander Kamyshansky said volatility was elevated this week, with the ruble moving in a 12–12.24 per yuan range; on Thursday the rate briefly fell below 12 roubles per yuan for the first time since early August but failed to hold there. He attributed support to higher foreign-currency sales by exporters ahead of tax payments on 28 October and to revenue from September's higher export oil prices (+37% month on month to $92 per barrel, according to the Ministry of Economic Development). The next factor will be the scale of Finance Ministry operations under the fiscal rule, with parameters to be announced on 5 November; he estimates combined Central Bank and Finance Ministry currency purchases could rise to 15–20 billion roubles a day from the current 12.1 billion, which could limit further ruble strengthening.

Ilya Smirnov, head of the Bank of Russia's insurance market department, said at the Insurance Market Leaders Forum on 29 October that insurers' net profit for the first nine months of 2026 halved year on year to 195 billion roubles, implying a third-quarter loss of 11.5 billion roubles. Over six years, quarterly losses occurred only three times: Q2 2022 (1.4 billion), Q4 2023 (60 billion) and Q3 2026 (11.5 billion), while since early 2024 companies posted quarterly profit of 100–150 billion roubles. Experts cited in the article attribute the result to higher claims settlement costs in motor insurance (compulsory third-party and comprehensive) due to rising repair costs, higher loss ratios in voluntary health insurance, and large risk payouts at industrial and warehouse facilities and in cargo insurance in Q3. The article puts the loss ratio in compulsory motor third-party liability insurance above 100% including acquisition costs, voluntary health insurance at about 90% (Remind broker estimate) and property insurance at about 120% (financial expert Andrei Barkhota estimate). The Central Bank plans to tighten capital requirements: rules for accounting for catastrophic risk from technological disasters will apply from 1 October 2027, with a transition period until 2029. The All-Russian Insurers' Union says the regulator plans to extend the catastrophic risk approach to a wider range of accounting groups. AlfaStrakhovanie believes many companies may fall short and will have to raise own funds, which could reduce profitability.
