The Russian Interior Ministry press centre said fraudsters study victims' social media, profession, interests, family circumstances and digital habits, then offer not an abstract story but a scenario tied to the victim's own life. A typical scheme involves a phishing link, a call from someone posing as bank or police staff demanding a transfer, and in some cases a courier collecting cash.

  1. 6 items across 5 sections: Logistics & Customs 1, Policy & Compliance 1, Categories 1, Cross-border & Payments 1, Data & Market 2. Coverage window: 4 October 2026, 00:00-24:00 Moscow time. No qualifying Platforms item was found for the day, and no older material was used to fill the gap.
  2. The low count is documented: 4 October was a Sunday and whitelist feeds were dominated by drone attacks and rolling flight restrictions at Vnukovo, Domodedovo, Sheremetyevo, Sochi, Krasnodar and Astrakhan, by the Brazilian and Bosnian elections, and by the German chancellor visit to Kyiv. Kommersant published nothing on 4 October under its online trade, Ozon, Wildberries, internet business or retail topic pages; the RBC business, economics and technology sections carried no e-commerce items for the day; the Vedomosti economy section had no items dated 4 October and its business section carried only the coffee piece crediting RIA Novosti; two pages of the Expert news feed held no e-commerce items; tass.ru returned a block page; the government site, the customs site and all three platform official pages failed to load or were blocked.
  3. Consumption and costs: citing a Russian rating agency, RIA Novosti reports retail coffee prices down about 2% over January-August, with soluble coffee falling from 4,233 to 4,148 rubles per kilogram. Citing Rosstat, Kommersant reports average Russian wages up 9.5% year on year in July to almost 110,000 rubles, but above 150,000 rubles in only seven regions, mostly northern and Far East extractive ones.
  4. Policy and funding: the education minister says model lists of toys, games and literature for kindergartens have been approved, without giving an effective date or item counts. Banki.ru relays a State Duma deputy forecast of domestic consumer demand up 4.1% in 2026, while the list of promising sectors to 2029 omits e-commerce. Seven OPEC+ countries kept November quotas unchanged, with Russia at 9.949 mn b/d. Bank of Russia rates set on 3 October remain in force on 5 October: USD 83.4839, CNY 12.4328.

Ministers of the seven OPEC+ countries - Russia, Saudi Arabia, Algeria, Kuwait, Iraq, Kazakhstan and Oman - decided after their regular monthly online meeting to extend current oil output quotas into November. Ceilings: Saudi Arabia 10.478 mn b/d, Russia 9.949 mn b/d, Iraq 4.431 mn b/d, Kuwait 2.676 mn b/d, Kazakhstan 1.628 mn b/d, Algeria 1.007 mn b/d, Oman 841 thousand b/d. Participants reaffirmed full compliance; the next meeting is scheduled for 1 November. For Chinese sellers the inferred reading is that there is no additional supply in November, so high global oil prices and Russian diesel and gasoline costs remain the main uncertainty in first-mile and last-mile costs in Russia. But the source gives no freight rates or retail fuel prices, so no specific cost change can be derived; applicability is unconfirmed.

Compared with the 3 October 2026 item "Government sets marketplace requirements for procurement by educational institutions", what is new here is the approval of the procurement lists themselves. Education Minister Sergey Kravtsov told TASS that Russia has developed and approved model lists of literary and musical works, a list of teaching and upbringing aids, games and toys, plus recommendations for kindergarten space design. He stressed early exposure to national history, multicultural heritage and family values, and the development of technical and scientific thinking. In March 2025 the minister argued for an approved toy list for kindergarten supply and for statutory toy examination, calling voluntary certification ineffective. For Chinese sellers the confirmed impact is that toys and teaching aids must match these lists when supplying educational institutions through marketplaces; the inference is that the lists may become the basis for future mandatory examination; applicability is unconfirmed, as the source gives no effective date, binding force or item count.

Anton Trenin of the corporate ratings group at Russian rating agency AKRA told RIA Novosti: natural soluble coffee stood at 4,233 rubles per kilogram in early 2026 and fell to 4,148 rubles by August, about 2% down; bean and ground coffee went from 2,099 to 2,051 rubles per kilogram over the same period, also about 2%. He says the Russian coffee market stabilised in 2026 after a sharp rise in 2025, and lower global arabica quotes create room for further declines, but the pass-through from exchange quotes to purchase prices and then to retail shelves is lagged, and the shelf price also carries logistics, packaging, production, retail margins and the exchange rate. For Chinese sellers the confirmed impact is a downward shift of the whole coffee price band: pricing and promotions need recalculating against the roughly 2% decline already seen in January-August. Applicability is unconfirmed: the figures cover all retail channels, with no separate breakdown for marketplaces.

The Bank of Russia official rate service, when queried for 5 October 2026, still returns a rate date of 3 October: USD 83.4839, EUR 94.3201, CNY 12.4328. That means the set of rates announced on 3 October covers three consecutive days - 3, 4 and 5 October - with no repricing over the weekend or on the first working day after the holiday; the next likely repricing point is the set effective 6 October. For Chinese sellers the confirmed impact is that conversions of ruble revenue into dollars or yuan, and costing of purchases in dollars or yuan, should use this set for those three days. The inference is that yuan settlement stays tight during the 1-7 October National Day holiday in China, so extra room should be left for conversion and payment terms. Applicability is unconfirmed: official rates are an accounting benchmark, not the actual acquiring rate or an interbank trade price.

Citing Rosstat, Kommersant reports that in July 2026 the average Russian wage rose 9.5% year on year to almost 110,000 rubles. Only seven regions exceeded 150,000 rubles: the Chukotka autonomous area (over 243,000), Magadan region (over 210,000), Moscow (over 193,000), the Yamalo-Nenets autonomous area (182,000), the Nenets autonomous area (over 160,000), Sakhalin region (161,000) and Kamchatka krai (over 150,000). Five industries averaged above 200,000 rubles, with finance and insurance the highest. The piece is labelled as compiled by an AI assistant. For Chinese sellers the confirmed use is mapping regional purchasing power: high-ticket non-essential categories have more headroom in northern and Far East extractive regions. Applicability is unconfirmed: the statistics are pre-tax and include management income and regional coefficients; by Rosstat 2023 estimates the largest share - 26.7% of workers - earned 27,000-45,000 rubles a month, so a regional average is not a direct proxy for mass purchasing power.

Banki.ru relays State Duma deputy Alexey Govyrin in a conversation with NEWS.ru: based on the 2027-2029 development forecast, manufacturing leads growth at about 3.5% a year; GDP is seen at 0.6% in 2026, +1.4% in 2027, accelerating to 2.4% by 2029; domestic consumer demand may rise 4.1% in 2026 on the back of labour and entrepreneurial income growth and the state meeting its social obligations. The promising-sector list covers information technology, tourism, mechanical engineering, pharmaceuticals, electronics and agriculture, with IT, tourism and mechanical engineering named as the fastest growing; e-commerce, the platform economy, logistics and retail are absent. For Chinese sellers the inference is that the 4.1% demand forecast can serve as a macro reference for stocking and category choice, while the absence of e-commerce from the list indicates it is not an official sector priority, so targeted support should not be expected. Applicability is unconfirmed: this is a lawmaker forecast, not a government document, and it carries no sector quotas or timetable.
