On 15 September the industry ministry and agriculture ministry met businesses: the All-Russian Fishery Association (VARPE) objected, noting that at least 8–10% of Russian tinplate fails requirements due to oil residue and uneven rolling, and that MMK is Russia only producer, so curbing imports would create a monopoly. An agriculture ministry representative also flagged the objective risk of broad-based price rises. Tinplate is only 5–6% of canned-food cost but is the raw material for metal food packaging, paints and cosmetics packaging. CBR website data shows the regulator bought RUB 2bn of yuan domestically with settlement on 15 September (about $23.6m), after RUB 1.9bn settled on 14 September. Operations run in the yuan–ruble section of Moscow Exchange. The yuan closed at RUB 12.5775 at 19:00, one kopeck above the prior close, with the ruble marginally weaker. CBR chairman adviser Kirill Tremasov said at the TNF-2026 forum that underlying inflation has moved from the 4–5% band to 5–6%: it slowed sharply in spring but the fuel crisis upset the trajectory, and whether rate cuts resume depends on how quickly inflation turns down. T-Investments chief economist Sofya Donets expects another one or two cuts before year-end.
