4 itemsVladimir Putin signed a decree conferring the honour for residents' significant contribution to victory in the Great Patriotic War, uninterrupted production of military and civilian goods, and mass labour heroism. The list includes Berezniki, Biysk, Vyatskiye Polyany, Yoshkar-Ola, Kopeysk, Korolyov, Pervouralsk, Saransk, Serov, Ussuriysk, Ukhta and Cheremkhovo.
On 5 September in Zaryadye, Putin met the top five on United Russia's State Duma list: Sergei Lavrov, Sergei Sobyanin, Maria Lvova-Belova, Yevgeny Poddubny and Vladislav Golovin. He called them nationally known figures who had proved they work effectively and responsibly, and backed initiatives to cut mortgage rates on detached houses for large families and to introduce new car-purchase benefits.
Journalist Yevgeny Poddubny described the Kursk region's situation centre, which ensures seamless and rapid coordination among all bodies involved in air defence. Putin replied that what is needed is 'not a coordinating body but a commander', and said he would instruct the Defence Ministry and General Staff to study the experience. He also backed a request from Category D veterans to serve in regional air-defence and drone-hunting units.

3 itemsCompared with the 4 September report that US envoys were bringing settlement proposals to Moscow on a 5-6 September trip, the new elements are: talks began around 19:55 on 5 September in the Kremlin and ran for over three hours; on the Russian side, presidential aide Yury Ushakov and RDIF head Kirill Dmitriev took part, the latter greeting the Americans at Vnukovo and seeing them off afterwards.
Dmitry Peskov told Interfax that the Supreme Commander-in-Chief ordered a three-day halt to strikes on Kyiv from midnight on 5 September, tied to the preparation and conduct of American contacts in Kyiv. In the evening Putin told the US delegation the ceasefire request had come through intelligence and Foreign Ministry channels, and stressed the pause over Kyiv does not mean a front-line truce; Witkoff thanked him.
US Central Command said on 5 September that after the IRGC fired ballistic missiles at two US Navy ships, US forces struck three IRGC-linked tankers: Downy disabled near Kharg island, Stark 1 disabled near Jask, and the empty tanker Kylo destroyed in the Gulf of Oman. The US carrier and destroyer were undamaged and there were no casualties. Iran said later it had attacked US-linked vessels in the Strait of Hormuz.

2 itemsOn 5 September Putin joined the launch ceremony by video link. Rosneft chief Igor Sechin reported completion and asked permission to load the first crude onto the seventh-class Arctic tanker Valentin Pikul, built at the Zvezda shipyard; Putin replied 'Granted'. The new trunk pipeline links the Vankor and Payakha fields to the Bukhta Sever port, whose first stage handles 30 million tonnes a year. Putin put the resource base at about 7 billion tonnes of low-sulphur crude.
Anton Siluanov, assessing his bilateral meeting with US Treasury Secretary Scott Bessent on the margins of the G20 finance ministers and central bank governors' meeting in Asheville on 31 August-1 September, said it was their first meeting, 'an introduction of sorts'. He noted geopolitical tension persists and affects relations between the agencies, but said points of contact on financial issues exist and need discussing.

3 itemsPutin and Sobyanin launched the first section from Delovoy Tsentr to Bulvar Generala Karbysheva — 8.7 km of track and five stations, creating Moscow's 17th metro line. It improves service for over 550,000 residents of Presnensky, Khoroshyovo-Mnevniki, Shchukino, Dorogomilovo and Filyovsky Park, with more than 90,000 daily trips expected at launch and over 128,000 by 2030. The Serp i Molot city terminal on MCD-4 also opened the same day.
At the City Day opening ceremony, Sergei Sobyanin said 130 new stations have been built and that 30 more stations, three new depots and 75 km of roads are planned by 2030. The next five stations of the Rublyovo-Arkhangelskaya line will open next year. The Dream Island park also opened a new outdoor zone with five themed worlds and over 60 mechanical rides, capacity of 45,000 visitors a day and 1,800 new jobs.
From early September Russia has fined the sale of labelled goods past their expiry date once the monitoring system has flagged a sales ban: 10,000 roubles for sole traders and 20,000 for legal entities per item. Violations are recorded automatically without a protocol; rulings are issued electronically and appeals can also be filed online. The fine does not replace the buyer's right to a refund or replacement.
Incidents & Military
4 itemsThe Dagestan branch of the Emergencies Ministry reported on 5 September an emergency power outage across two municipal districts, affecting 22 localities with 42,411 residents. Two electrical crews — nine people and three vehicles — were deployed, with restoration expected by 23:00 Moscow time.
In Toguchinsky district a HOWO truck collided with a No. 509 minibus running from Novosibirsk main bus terminal to Gorny. The minibus driver died and twelve people were injured, including two young children. Governor Andrei Travnikov said seven ambulance crews were dispatched. A case was opened under Article 238 of the Criminal Code, the truck driver was detained, and Investigative Committee head Alexander Bastrykin took the probe under personal control.
In Kronstadt district of St Petersburg at 2 Petrovskaya Street (Kronstadt Marine Plant), a fire broke out in the hold of a ship under repair, covering 80 square metres. Open flame was extinguished at 18:30 and no casualties were reported. Emergencies Ministry footage identified the vessel as the icebreaker Admiral Makarov; the repair contractor was Galeon.
The Belgorod region operational headquarters reported that in Oktyabrsky settlement an FPV drone struck a car: a woman died at the scene from her injuries, and a man with a closed head injury was taken to Oktyabrskaya district hospital and later transferred to Belgorod city hospital No. 2. The region also reported an FPV drone detonating on a road, wounding a civilian.

2 itemsVladimir Putin said that by 2030 the Russian fleet will add three serial universal nuclear icebreakers built to the Arktika design, plus the extra-powerful nuclear icebreaker Rossiya. He said capacity for uninterrupted northern delivery to Arctic regions will be expanded, and spoke of plans to shape a logistics space across the Far East and the Arctic.
Deputy Prime Minister Alexander Novak met Yamal-Nenets governor Dmitry Artyukhov during a working visit. They discussed regional socio-economic development, investment attractiveness and the programme for hard-to-recover reserves in the Nadym-Pur-Taz region, including the newly discovered Alexei Kontorovich oil field in Yamalsky district and the Nikolai Grigoryev gas condensate field in Nadymsky. Yamal produces about 80% of the country's gas, handles two-thirds of Northern Sea Route cargo, and has attracted over 1 trillion roubles in annual investment since 2021.

- 5 September was a Saturday, and none of the whitelisted outlets reported any Ozon / Wildberries / Yandex Market policy, commission or fee changes, so the Platforms section is intentionally left empty rather than padded with the previous day's news.
- The item that matters most to sellers: RSPP chief Alexander Shokhin said outright that not every insurer will underwrite Ozon and Wildberries warehouses, and proposed adding terrorist threat to the list of insurable risks, with reinsurance through the central-bank-controlled Russian National Reinsurance Company and its recapitalisation — institutional cover for inventory in warehouses is still unresolved.
- Money and settlement signals are cold: RSPP expects the 11 September CBR meeting to at best hold the 14% key rate, possibly tighten; Washington tied progress on Russia-US finance talks to a ceasefire; BRICS local-currency settlement is a matter for the 12-13 September New Delhi summit.
- Supply-side data points the way: mechanical engineering +6.4% in H1, while coke and refined products fell 9.2% and woodworking 6.5%, with the industrial production index up just 0.1% over seven months — the contracting sectors are where Chinese supply chains can fill the gap.
- No return of international fast fashion soon: AKORT said Zara's trademark filing is routine IP protection and that talk of a comeback is premature.
Logistics & Customs
2 itemsPrime Minister Mikhail Mishustin signed a decree on 5 September expanding the territorial planning scheme for transport and roads, adding more than 70 new transport infrastructure facilities: reconstruction of Kazan international airport, Sheremetyevo in the Moscow region, Ekimchan in the Amur region, Khatanga and Dikson in Krasnoyarsk Krai and Ugolny in Anadyr; plus construction of the Arkhyz airport complex in Karachay-Cherkessia, a terminal complex at Orenburg airport and the Zyryanka airport in Yakutia. The government said territorial planning schemes exist to create the legal basis for reserving land, reclassifying it and preparing construction and reconstruction documentation. What it means for Chinese sellers: this is land reservation and paperwork, not groundbreaking — air freight and sorting capacity will not change in September or Q4; the two sites worth noting are Ekimchan in the Amur region (Far East corridor toward China) and Orenburg (close to Central Asia routes into Russia).
Speaking by video link at the Vostok Oil commissioning ceremony on 5 September, Vladimir Putin said the state will continue to systematically and consistently build a modern, convenient logistics space in the Arctic and Far Eastern regions, calling improvement of Arctic cities and liveable conditions there — including through master plans — an unconditional priority, and saying these programmes will also support integrated development of Arctic territories. No investment amounts, deadlines or specific project list were given. What it means for Chinese sellers: this is a statement of intent, not an executable measure — no need to adjust first-leg routing or overseas warehouse placement on this basis; what is worth tracking is whether Far East border crossings (Blagoveshchensk, Zabaikalsk and others) and the Northern Sea Route later get expansion projects with actual numbers and deadlines.
Policy & Compliance
1 itemsRSPP president Alexander Shokhin proposed on 5 September that terrorist threat be formally recognised as an insurable risk, saying plainly that not every insurance company will underwrite Ozon or Wildberries warehouses, so a reinsurance mechanism is needed — and Russia's only reinsurer, the central-bank-controlled Russian National Reinsurance Company, must be recapitalised because it cannot carry such risks on market terms. He also proposed changing the regulatory framework for drone protection to let private security firms operate interceptor drones with warheads. On 7 August Wildberries had already added drone strikes to its voluntary order insurance (rates rose to 1.96-5.6%), but that policy does not cover inventory sitting in a warehouse before an order is placed. What it means for Chinese sellers: there is still no institutional insurance you can buy for warehouse inventory, only voluntary platform compensation, so spreading stock across several warehouses (never keeping an entire batch in one high-risk hub) and preserving inventory records remain the only workable tools; if this proposal advances, a product covering storage itself may eventually appear.

2 itemsResponding to speculation triggered by Zara's new Russian trademark registration in August, Stanislav Bogdanov, chairman of the omnichannel retail association AKORT, told TASS on 5 September that registering a trademark is standard IP protection used by international companies regardless of whether they operate in a given market, and that talk of a return is premature. He said new brands have emerged and grown on the Russian fashion market in recent years, calling it dynamic and competitive. Context: Inditex suspended all its Russian stores in March 2022 and sold the Russian business outright in April 2023, with its CEO saying in 2025 that conditions for a return do not yet exist. What it means for Chinese sellers: international fast fashion is not coming back to apparel and footwear any time soon, so autumn/winter buying plans can stay as they are; competition remains Russian emerging brands and other cross-border sellers, and there is no reason to pre-emptively cut prices for a Zara return.
Citing Economy Ministry figures based on Rosstat data, RBC reviewed sector dynamics on 5 September: in H1 2026 the fastest-growing sectors were mechanical engineering (+6.4%) and metal ore mining (+3.2%), while the steepest declines were in coke and refined petroleum products (-9.2%) and the woodworking complex (-6.5%). Overall the industrial production index rose just 0.1% over January-July 2026, i.e. close to zero growth. What it means for Chinese sellers: refining and woodworking are the two most contracting segments of Russian domestic supply, opening room in adjacent niches — everyday plastic and rubber goods, panel-based and wooden home products, simple building hardware. Conversely, expanding machine building means power tools, small machinery and household outdoor equipment will face stronger local-substitution competition, so do not bet growth on lines that collide head-on with Russian assembly capacity.
Cross-border & Payments
2 itemsFinance Minister Anton Siluanov told TASS on 5 September about his first meeting with US Treasury Secretary Scott Bessent on the sidelines of the G20 finance ministers' meeting in Asheville on 31 August - 1 September: we tried to find points of contact on financial issues; they exist and need to be discussed, he said, while stressing that geopolitical tension persists. The Russian Finance Ministry said the two discussed bilateral cooperation and G20 interaction; the US Treasury said the American side delivered a demand to stop hostilities. The piece also notes that after sanctions Russia switched to the Bank of Russia's Financial Messaging System (SPFS), and that the bill passed by the US Senate on 1 September includes tariffs on buyers of Russian energy. What it means for Chinese sellers: this is a signal that talks are possible, not that easing is coming — settlement channels will not change in the near term, and local-currency settlement with SPFS remains the only workable route; do not plan cash collection timing or payment terms on the assumption that sanctions are about to loosen.
Russia's ambassador to India, Denis Alipov, told DD India that the dollar's share of global FX reserves is shrinking slowly but steadily, blaming the US itself for turning the currency into a weapon. He said BRICS members are discussing ways to trade without the dollar, the most obvious being settlement in national currencies, which is already happening — driven not by rejection of the dollar but by US restrictions on a growing number of countries, including BRICS members. He also mentioned discussions of digital currencies and simplified financial cooperation, and the work of the New Development Bank. The 18th BRICS summit will be held on 12-13 September in New Delhi, with ten members: Russia, Brazil, India, China, South Africa, Egypt, Iran, the UAE, Ethiopia and Indonesia. What it means for Chinese sellers: the 12-13 September Delhi summit is the next verifiable window to watch; only concrete local-currency settlement or payment-interoperability mechanisms (rather than statements of principle) would actually change how money comes back from Russia — for now this remains directional.
Data & Market
1 itemsRSPP chief Alexander Shokhin said that at the Bank of Russia board meeting on 11 September the best-case scenario for business is the key rate staying at 14%, with tightening also possible; he does not expect even a 25bp cut. The current 14% was set on 24 July, when the regulator cut by 25bp and explained the slower pace by faster price growth and higher inflation expectations. For contrast, Sberbank's German Gref has forecast a fall to 13-13.5% by end-2026 and 11-11.5% by end-2027. What it means for Chinese sellers: with high rates persisting, the cost of Russian consumer credit and of sellers' working capital will not fall soon; plan Q4 peak-season stocking on conservative cash turnover and weak demand elasticity rather than assuming demand returns once rates are cut.
