  1. On 2 September (covering up to ~13:40 Moscow) whitelist outlets produced e-commerce news along three lines: platform payments, logistics corridors and regulation. The digital ruble became usable for payments within the Android apps of Ozon, Wildberries and Yandex Market — since 1 September a digital wallet can be opened at 12 major Russian banks, fee-free, capped at RUB 300k per month, giving sellers an additional instant local-currency settlement channel.
  2. On logistics, businesses in Kuban (Krasnodar Krai) hit by drone attacks received preferential loans: a microfinance fund of RUB 100k–5m (2–6%, 2 years) and an industrial-development fund of RUB 5–100m (4%). The Blagoveshchensk dry port will raise throughput from 520kt to 2.5mt by 2032, and the Dzhalinda–Mohe road-rail bridge will open a new corridor to the Northern Sea Route — a long-term plus for Russia–China land capacity.
  3. On regulation, the Finance Ministry proposes bringing crypto into the monitoring under the currency-proceeds decree (Deputy Minister Moiseyev at the EEF); the Economy Ministry approved zeroing grain export duties through year-end with a suspension of the damper mechanism — directly affecting food-category cost structure.
  4. On assortment: China's finished-steel supplies to the CIS rose 18% YoY in Jan–Jul 2026 (to 2.3mt, BigMint), and mackerel wholesale prices rose 64% YoY (Natsrybresurs/Fish Union) — cost signals worth watching in metal/hardware and seafood. Per the Ministry of Industry and Trade, 2025 online retail turnover was RUB 13.2tn (21% of retail) and could reach 33–35% by 2030.
  5. CBR official rates (02.09.2026 set, still the latest as of 3 September): USD 86.7530, EUR 100.5988, CNY 12.8970 RUB. This is a partial-coverage day; fewer items than usual and no padding with 1 September old news.

From 1 September 2026 the digital ruble can be used for payments within the Android apps of Ozon, Wildberries and Yandex Market. It is a third form of the Russian currency: since 1 September a digital wallet can be opened at 12 major banks, transfers carry no fee and are capped at RUB 300k per month, and supermarkets have also begun accepting it. For sellers, buyers can now settle in digital rubles — an extra instant, fee-free local-currency channel — though funds take the form of digital rubles, so withdrawal and conversion rules should be watched.

Krasnodar Krai (Kuban) introduced preferential loans for businesses affected by drone attacks. The regional microfinance fund, under its 'Special (Emergency)' loan, opened 'Recovery', 'Recovery of services' and 'Recovery of trade' categories: RUB 100k–5m, rate 2–6%, term 2 years, with possible principal moratorium; the industrial-development fund offers RUB 5–100m at about 4%. The region was hit by drone attacks on 22 July and on 3 and 24 August, damaging Ozon/Wildberries-linked warehouse capacity; the measure directly helps affected sellers and local suppliers rebuild inventory, resume deliveries and keep staff.

Amur Oblast governor Vasily Orlov said at the EEF that the multifunctional rail terminal 'Blagoveshchensk Dry Port' will raise throughput from 520kt to 2.5mt by 2032. The rail complex launched in May in the forebridge zone of the international road bridge from Priamurye into China, with the aim of shifting truck freight onto the Trans-Siberian Railway. For sellers using Far East land border crossings, this is a long-term capacity boost for Russia–China rail and a cushion against road-crossing congestion and lead-time swings.

Amur Oblast governor Vasily Orlov said the construction of the combined road-rail Dzhalinda–Mohe bridge across the Amur will open a new transport corridor with access to the Lena River and the Northern Sea Route; the project will be developed with the authorities of Sakha (Yakutia). Technically the bridge is not hard to build, but financing remains open. For Russia–China cross-border sellers this is a long-term alternative land–Northern-Sea-Route option; it does not affect current border-crossing lead times in the short term.

Russian Deputy Finance Minister Alexei Moiseyev told Interfax on the sidelines of the EEF that there is no need yet to return to non-zero mandatory repatriation and sale norms for currency proceeds — the monitoring works well — but crypto should be brought into its scope. 'The decree now operates in a monitoring format with a zero rate, so within monitoring crypto absolutely must be included; I think we will prepare such proposals,' he said. For sellers using crypto in cross-border settlement, this means crypto proceeds would fall under supervision, with possible tightening of reporting requirements.

The Economy Ministry's press release says the decision was taken 'considering the need to restructure logistics', thereby 'supporting the initiative of the Ministry of Economic Development and the Agriculture Ministry to suspend the damper mechanism'; the draft government resolution will soon go to the cabinet. Deputy Minister Vladimir Ilyichev said the measures will support grain and oilseed producers and exporters who faced difficulties shipping out. For food-category sellers, zeroed export duties and a damper pause indirectly affect domestic grain prices and the cost structure of related food SKUs.

Per analytics firm BigMint, China's (the world's largest steel producer) finished-steel exports to CIS markets rose 18% YoY to 2.3mt in Jan–Jul 2026 — the fastest pace among its main export regions. In the same period Asia-Pacific +16% (760kt), Europe +9% (3.3mt), South Asia incl. India +7% (4.4mt); while exports to Japan/Korea/Taiwan fell 14% (6.4mt), to the Middle East and Africa 11% (19mt), to the US/Mexico/Canada 10% (1.21mt), and to Central/South America also dropped. For sellers in hardware, metal home goods and building materials, cheaper Chinese steel input may lower procurement costs of related SKUs and intensify homogeneous competition.

Analysts at Natsrybresurs attribute the rise in mackerel wholesale prices to lower catches; the Fish Union says the increase stems from a global raw-material shortage and tougher Russian fishing conditions under sanctions pressure, with processing and delivery costs also up sharply. Kommersant, in a related piece, also reports rising retail fish prices. For seafood/canned-food sellers, both procurement and retail prices on mackerel and adjacent items are climbing — worth watching margin and substitution-category opportunities.

Deputy head of the Ministry of Industry and Trade Roman Chekushov said the share of online sales in total retail could rise to 35% by 2030; in 2025 Russia's annual e-commerce turnover reached RUB 13.2tn, i.e. 21% of retail. 'Is that the limit? Of course not. A couple of years ago I had a modest forecast that by 2030 we would reach around 33–35%,' he said (quoted by TASS). For marketplace sellers this is a signal of a continuing market expansion and expected medium-term returns on assortment and logistics investment.

Vedomosti, citing Rosstat, reports that the number of sellers and cashiers in Russia keeps declining. The piece gives two-year shifts in adjacent occupations as an indicator of labour reallocation: unskilled waste collectors −258k, security guards −252k, drivers and mobile-equipment operators −224k over two years; while mid-level medical staff rose 339k, high-level science/tech specialists 315k, individual-services workers 278k and education specialists 192k. For sellers, the shrink in traditional retail roles objectively reinforces the migration toward e-commerce and fulfilment automation.
